Since graduating from West Point with a degree in political science in 1994, Rusty has worked in a variety of public service positions and has earned a Master's Degree in Public Policy from UCLA.

Among his many accomplishments, Rusty has served as a helicopter pilot, Platoon Leader and Company Executive Officer in the U.S. Army, and has served as a Legislative Aide for County Supervisor John F. Tavaglione. In addition, Rusty has worked for the U.S. Department of Housing and Urban Development, and the Executive Office of the President as a Presidential Management Fellow, as well as for the Riverside County Economic Development Agency. Until his election, he was a member of the City of Riverside Cultural Heritage Board and is currently a Government teacher at Poly High School in Riverside.

Rusty is Chair of the Land Use/Utility Services/Energy Development Committee, Seizing our Destiny Route 3 Elected Advisor, Vice Chair of the Governmental Affairs Committee and a member of the Mayor's Nominating and Screening Committee and the Community Services and Youth Committee and Riverside Virtual School (RVS) Steering Committee Member. He also serves as a Commissioner on the Riverside County Community Action Partnership Board, sits on the Western Riverside Council of Government’s Executive Committee and is a board member of the Foundation for Economic Stability.

Councilman Bailey enjoys time with his two daughters, Elizabeth and Julia and his wife, Judy.

Ward 3 Outlook

Council Member Rusty Bailey was recently reelected to office as the representative from Ward 3, in the heart of the city. With four years under his belt, Council Member Bailey is in full stride moving forward to seize our destiny, working in the best interest of the residents of Ward 3 and the City of Riverside. Council Member Bailey takes great pride in what has been accomplished and looks forward to another year of working side-by-side with residents to continue to make Riverside an increasingly attractive place to live, work, play, attend school and raise a family.

Rusty Bailey's Goals and Vision:

Traffic and Public Safety:

  • Continue to work with state representatives to secure funding for DUI checkpoints
  • Work to complete necessary grade separations (railroad overpasses/underpasses)
  • Continue to assure roads in need of repair are addressed in a timely fashion

Graffiti Education, Eradication and Prevention:

  • Coordinate graffiti removal efforts between local businesses and the City of Riverside
  • Ensure the education of the community about "green walls" and other methods of prevention
  • Inspire residents to get involved, in order to protect and enhance their neighborhoods
  • Continue to make sure graffiti removal response times remain under 24 hours

Arts and Culture

  • Encourage younger generations to become more involved in the Arts
  • Promote multi-generational arts events to encourage participation in cultural events

Parks and Recreation

  • Increase and improve park space throughout the city
  • Allocate space and find funding for “action parks” (paintball game fields, skate parks, climbing walls, mountain bike and BMX parks)
  • Continue to develop family-friendly recreation programs
  • Support youth sports with necessary facilities and park amenities
  • Encourage the development of more joint-use athletic facilities between the city and school districts

Business and Energy Development

  • Recognize Business Success stories regularly
  • Attract new businesses to the area, particularly those that provide new products or services
  • Encourage and support small businesses and entrepreneurship
  • Promote and facilitate installation of solar panels in projects, both public and private
  • Encourage ‘business incubators’ and ‘business accelerators’ to invest in our city

Represent Ward 3 citizens

  • Promptly respond to the concerns of constituents
  • Continue to be readily accessible to the public
  • Encourage more diverse membership to apply to City Boards and Commissions
  • New E-Comment added to the City web site to encourage resident participation at City Council meetings

Look what has happened in Ward 3!

  • Brockton/Magnolia/Central Avenues intersection improved
  • New Marcy Branch Library completed
  • Magnolia Avenue Train Grade Separation completed
  • Central Avenue widening and beautification completed
  • Built needed sidewalks in neighborhoods with high pedestrian traffic, students and disabled residents
  • Secured funding and facilitated RUSD/City of Riverside partnership for shared-use athletic facilities at Ramona High School
  • Installed traffic-calming measures on Palm Avenue & Brockton Arcade
  • Planted "green walls" and encouraged "paint outs" to combat graffiti
  • Substantial improvements to Nichols Park, including fencing and parking lot completed
  • Installed protective fencing at railroad intersections at Stearns and Pachappa
  • Provided necessary tools for staff to implement the comprehensive graffiti removal policy ensuring 24-hour response and often accomplishing response in 12 hours or less
  • Landscaping of Gage Canal footpath completed
  • Jurupa Avenue grade separation (underpass) completed
  • Andulka Park construction completed; Dusty Baker Fields dedicated
  • New businesses attracted to Riverside Plaza, including Forever 21, Karen Allen Salon and Mazz Bar & Grill
  • Mt. View Park playground installation completed
  • Don Jones Ball Field lighting construction initiated
  • Janet Goeske Senior Center kitchen remodel begun
