| In order to ensure that we maintain and improve upon
the quality and integrity of our services, it is important that
we provide employees and the public with ample opportunity to express
any concerns regarding various issues such as allegations of violations
of City policy, theft, fraud related incidents, safety issues or
other legal issues. The City has created a Fraud and
Audit HOTLINE for employees and the public to submit their concerns. There
are two ways to voice your concern: |

been disabled for the Fraud and Audit HOTLINE. |

HOTLINE |
- Calls to the Fraud and Audit HOTLINE will be managed by the
City of Riverside Internal Audit Division.
- Internal Audit will gather sufficient information from the
caller in order to determine the appropriate action(s).
- Callers may remain anonymous, but we may ask that the caller
keep in contact with Internal Audit if additional questions
arise.
- Depending on the nature of the issue, it may be referred
to the City Manager’s office, City Attorney’s office,
Human Resources office, or another City Department.
- If requested, Internal Audit or the appropriate Department
will follow-up with the employee or citizen who made the complaint,
to ensure the matter has been reviewed.

a Fraud and Audit HOTLINE? |

The City of Riverside has a responsibility to conduct
its affairs ethically and in compliance with the law. In order
to ensure that we maintain and improve on the quality and integrity

the public with various methods to express concerns. |
| How do I make a complaint? |
| |
There are various ways to make a complaint:
- Call the Fraud and Audit HOTLINE at (951) 826-2232. Listen
to instructions and leave a voice message.
- Complete and submit the anonymous
online form

| What information should I include in
my complaint? |
| |
In order for a thorough investigation to be completed, the following
information should be included, if applicable:
- Date and Time Incident Occurred
- Suspected Person(s) Involved
- Description of Complaint (What, where, when, how
and who else may be aware of the incident)
- Your Full Name, Phone Number or Email Address (if
you wish to remain anonymous, please see Frequently Asked Question
titled "Can I submit an anonymous complaint?")
Additionally, you should state the facts with as much specific
information as possible so that your complaint can be investigated.
You should not speculate or draw conclusions, and should be prepared
to answer any questions we may have. |
| What happens to my complaint? |

The City Manager’s Internal Audit office will manage concerns/complaints
to the Fraud and Audit HOTLINE. The Internal Audit office will
gather sufficient information from the caller/complainant in
order to determine the appropriate action needed. Callers/Complainants
may remain anonymous, but we ask that they keep in contact with
the Internal Audit office in case additional questions arise.

| Will I hear back from the City regarding
my complaint? |

If requested, the City’s Internal Audit office, City Attorney’s
Office or the appropriate Department will follow-up with the citizen
or employee who made the complaint to ensure that the matter has
been reviewed. However, any action taken against an employee as
a consequence of the findings of the investigation may be personal
and confidential, in which case, it cannot be disclosed. |
| Can I submit an anonymous complaint? |
| |
Please contact the Fraud and Audit HOTLINE at (951) 826-2232.
Caller ID has been disabled for the Fraud and Audit HOTLINE. However,
we ask that anonymous callers contact the City’s Internal
Audit office within a couple of weeks, so that any follow-up questions
may be asked. Additionally, you could also set up an anonymous
email address so that we may be able to contact you at any time.
If no future way of contact is established, we will not be able
to contact you to request additional information or to follow-up
with you when the investigation is complete. |
| What if I am retaliated against for
making the complaint? |

If City employees feel they are being retaliated against, they
are covered under the City’s Non-Retaliation policy, which
is available in the City Policy Manual. Employees who feel that
they are being retaliated against are encouraged to bring forth
their concerns immediately. |
| What types of complaints should be made? |
| |
Any concern you may have should be brought forth. These concerns
may include: violations of City Policy, theft, fraud-related incidents,
safety issues, or other legal issues. |
| Will my complaint be kept confidential? |
| |
Requests for confidentiality by participants will be honored
to the extent permitted by law, unless the complaint was made anonymously.
Your identity will, of course, be known to those investigating
the complaint with a legitimate need to know in order to carry
out an investigation. Release of your identity may be required
pursuant to a subpoena or in other circumstances where the City
is required by law to release information. In addition, you should
also be aware that your public testimony might be needed to prove
the case against the accused. |
